BAGHDAD - morning
The UN Security Council approved at its 6450 on Iraq's request to extend the protection to the Development Fund for Iraq for six months at the request of the Government, until the completion of Iraq for its actions in creating a smooth transition and comfortable for the transfer of Iraq's money from abroad to the government without any damage caused to them and in order to provide the necessary protection of its .
The following is the text of the resolution No. 1956:
The Security Council, taking note of the letter addressed to the President of the Security Council by the Prime Minister of Iraq, dated 8 December 2010 and annexed to this resolution, Recognizing the positive developments in Iraq and that the situation in Iraq is very different from the situation prevailing at the time adoption of resolution 661 Recognizing that the Iraqi institutions is enhanced, Recognizing further the importance of restoring Iraq's international position was Itboowha before taking (1990) Resolution 661, Welcoming the letter from the Prime Minister of Iraq, which reaffirms the commitment of the Government of Iraq not to request any further extension of the arrangements for the Development Fund Iraq; Recognizing that the letter of the Prime Minister of Iraq, Reaffirming also the commitment of Government to ensure the continued use of oil revenues in a fair and serve the interests of the Iraqi people, and that the transition arrangements would be consistent with the provisions of the Constitution and in accordance with international best practice aspects of transparency, accountability and integrity, recognizing including the Development Fund for Iraq and the International Advisory and Monitoring Board and the provisions of paragraphs 20 and 22 of resolution 1483.2003, an important role in assisting the Government of Iraq to ensure transparency and accountability in the use Iraq's resources for the benefit of the Iraqi people, and stressing also the need to end Iraq's transition to the successor arrangements for each of the Development Fund for Iraq and the International Advisory and Monitoring Board, acting under Chapter VII of the Charter of the United Nations:
1 - Decides to terminate, in the June 30, 2011, the arrangements established 2003) for the depositing of proceeds from sales) in paragraph 20 of resolution 1483 exports of petroleum and petroleum products and natural gas in the Development Fund for Iraq, and the arrangements referred to in paragraph 12 of resolution 1546 and 24 of resolution 1483 on the Council of the International Advisory and Monitoring Board to monitor the Development Fund for Iraq, and decides further that the provisions of paragraph 22 of resolution 1483, including in relation to the exception provided for in paragraph 27 of resolution 1546 funds, financial assets and economic resources described in paragraph 23 of that resolution.
2 - Iraq's government welcomed the decision not to request any further extension of the arrangements for the Development Fund for Iraq, and affirms that; and further decides that this extension is the last extension of the arrangements for the Development Fund for Iraq.
3 - decide to stop after the date of June 20, 2011 the application of the requirements of paragraph 20 of Security Council resolution 1483 which stipulates that the deposit all proceeds from export sales of Iraqi petroleum and petroleum products and natural gas in the Development Fund for Iraq, and affirms the continued application of the requirements of paragraph 21 of the resolution which states that the deposit rate of 5 per cent of proceeds from export sales of petroleum and petroleum products and natural gas in Sndov compensation in accordance with resolution 687 relevant, and further decides that shall be deposited into the Compensation Fund 5 per cent of the value of all non-cash payments for oil and petroleum products and natural gas paid to service providers, and are bound by the above-mentioned requirements of the Government of Iraq unless the Government of Iraq and the Governing Council of the United Nations Fund for compensation otherwise, in the context of the exercise of their authority on the ways to ensure that payments into the Compensation Fund.
4 - Calls upon the Government of Iraq to cooperate closely with the Secretary-General to ensure the full transfer and effective no later than June 30, 2011 to the mechanism subsequent to the Development Fund take into account the terms of the arrangement alternative to the IMF, including the arrangements for external audit and enable Iraq to continue to fulfill its obligations as stipulated in the provisions of paragraph 21 of resolution 1483 and further requests that the Government of Iraq to the Council no later than 1 May 2011 a written report on the progress made towards the transition to the mechanism after the Development Fund.
